Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Analyst – Analyst 3 for the Boise Regional Office (BRO).

Salary Range: $29.75 – $33.71

Responsibilities:

• Conduct groundwater monitoring and ensure groundwater is protected:
• Serve as the technical lead on projects relating to groundwater evaluation and interpretation.
• Evaluate groundwater wells.
• Develop conceptual site models.
• Manage BRO Nitrate Priority Areas.
• Develop regional monitoring networks, quality assurance project plans, field sampling plans, and sampling activities.
• Conduct BRO groundwater investigations.

• Oversee BRO Point of Compliance determinations for Mines:
• Work as regional lead to respond to requests from mine operators.
• Set, establish, and monitor Point of Compliance and Standards applicable to mining activities.

• Implement the Drinking Water Source Protection and Source Water Protection Programs:
• Help develop groundwater quality improvement and drinking water source protection plans for designated counties of the region following DEQ policies and procedures.
• Review the Source Water Protection Program, source water assessment folder population, source water assessment reports, and the Source Water Program Grant application process.
• Evaluate environmental analytical data.

• Provide groundwater representation for BRO:
• Address citizen complaints, public records requests, and requests for technical and regulatory assistance to the public and regulated community.
• Provide expertise for aquifer characterization.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree.

For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.



AND


At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.



OR ;


Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Required Specialty Minimum Qualification

Education and experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects:

Typically met by possession of a Bachelor’s degree with coursework in either geology, hydrogeology, geophysics, environmental science, geochemistry, environmental health, environmental or civil engineering, soil science, or in a closely related field;

AND

Approximately three (3) years of full-time work experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, ground water remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects.

OR;

Possession of a Master’s degree in any of the previously listed fields

AND

Approximately two (2) years of full-time work experience performing the previous examples of work.

Physical Requirements:

• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• May work in the vicinity of loud noise.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance
• There are times during ground water monitoring field season where this position has to have the ability to operate fleet vehicles in rural areas for long periods of time. Additionally have the ability to read maps and GPS devices to find sample locations.

Other Requirements:

• Valid driver’s license
• May be required to travel and stay overnight in remote areas
