SALARY :      $83,200

This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

BACKGROUND

The Mayor’s Office of Deaf, DeafBlind, and Hard of Hearing (MODDHH) addresses the disparities that adversely impact the Deaf, DeafBlind, Deaf Disabled, Hard of Hearing, and Late Deafened in the District of Columbia, connecting residents with city services while providing language access support, technical support, outreach, and programming. The incumbent is responsible for project development, marketing and outreach, post project data collection, and representing MODDHH with DC Government agencies community programs, events, and initiatives. This position will build new – and strengthen existing – partnerships within Deaf, DeafBlind, Deaf Disabled, Hard of Hearing, and Late Deafened communities (D/DB/DD/HH/LD); and serve as a MODDHH liaison for applicable community coalitions and committees.

 

MAJOR DUTIES

  • Develops or assists in the development of project policies, procedures, forms and other materials. Provides guidance and advice in the interpretation of unclear or vague policies and procedures relating to the program.
  • Incorporates Deaf/DeafBlind/Deaf Disabled/Hard-of-Hearing community interests, MODDHH financial considerations, media interest, and political consideration in the development of strategic planning of programs and events, as well as project planning and implementation.
  • Plans, directs and executes a comprehensive public information strategy on the initiatives and functions MODDHH with a focus on social media, collaborates with MODDHH senior leadership to plan and develop goals and objectives for implementing long and short-term communications.
  • Plans, implements, and evaluates program outreach, events and engagement opportunities, independently or in collaboration with community and other District agency partners.
  • Formulates and prepares monthly progress reports to the Deputy Director; and produces an annual review of MODDHH programs and projects. Tracks activities, data, and other required information to provide periodic reports.
  • Identifies and collects performance metrics and tracks program costs. Identifies problems and specific issues in a particular area, and advises the supervisor of existing problems, and recommends solutions or alternatives.
  • Represents MODDHH at community events as needed.
  • Meets with individuals, community-based organizations, DC government agencies, etc., and reports back to senior staff upon conclusion of the meeting.
  • Establishes and maintains effective working relationships with District government and community agencies.
  • Identifies, recruits, and educates community leaders and residents within Deaf, DeafBlind, Deaf Disabled, Hard of Hearing, and Late Deafened communities.
  • Identifies and builds ongoing partnerships with community-based organizations, consultants and other professionals to further program goals and objectives.
  • Participates in related conferences, meetings and training seminars.
  • Performs other duties as assigned.
 

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Excellent communication skills in English writing, ASL presentation/public speaking, and professional meetings.
  • Ability to exercise tact, discretion, and skill in personal relations in dealing with persons at various levels, and groups, especially in public forum.
  • Comprehensive knowledge of marginalized communities withing Deaf Culture (DeafBlind, Deaf Disabled, people of color, grassroots, etc.).
  • Comprehensive knowledge in program development and human services administrative processes and procedures.
  • Comprehensive knowledge and understanding of community culture, dynamics, and leadership in the district.
  • Comprehensive knowledge of community development, organizing, outreach and engagement principles and best practices.
  • Demonstrated skills and ability to plan, organize, implement, facilitate, and coordinate multiple or major projects and initiatives simultaneously.
  • Comprehensive knowledge of analytical and evaluative methods.
  • Excellent skill in fact-finding analysis and problem solving to gather facts, identify problems, and recommend solutions.
 

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited four year-college or university in communications, or related field plus a minimum of two (2) years of program development experience; OR an equivalent combination of education and/or experience which exhibits the ability to perform satisfactorily in the position.

 

SUPERVISORY CONTROLS

The incumbent will work under the supervision of the MODDHH Deputy Director, who outlines assignments and relies on the incumbent to exercise independent judgment in planning, organizing and executing assignments, which include determining the approach, methods and procedures that will most effectively and expeditiously accomplish the work. The incumbent informs the supervisor of potential controversial findings, issues, or problems with widespread impact on the office and the District of Columbia. Completed work is reviewed for coherence, conformity to objectives, application of sound evaluative and analytical concepts, and effectiveness and results achieved.

 

WORK ENVIRONMENT

The work is performed primarily in-person in an office setting. Times in the field are permitted when there is a related event.

 

SPECIAL NOTE - SECURITY SENSITIVE

This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

 

RESIDENCY REQUIREMENT

There is a legal requirement that each new appointee to the Excepted Service either:
  1. be a District of Columbia resident at the time of appointment; or
  2. become a District resident within one hundred eighty (180) days of appointment.
The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
