Job Description

Main Purpose of Job

This position functions as Chief for the Division of Children’s Services (DCS), within the Acute Care Administration (ACA). This position provides administrative and clinical oversight of the activities of the Division and provides personnel management of its employees. This includes planning, organizing and supervising the work of the DCS; developing, revising and implementing protocols, guidelines and controls for the administration of new or existing recommendations for Medical Assistance Program; response to changes in federal and State laws and regulations; and preparing the Division’s annual budget requests. This position is responsible for the direction, coordination and implementation of program policy, coverage of benefits and reimbursement for the following programs: Rare and Expensive (REM) Case Management Program; Therapeutic Behavioral Services; Applied Behavior Analysis (ABA) Services; EPSDT Services; Therapy Services; and School Health Services. This position represents the State, the Department of Health and the Medical Assistance Program in dealing with officials from other states, the federal government, healthcare industry, and in legal proceedings.

The primary function of the Division of Children’s Services is to ensure the professional quality, appropriateness and medical necessity of health services purchased on behalf of Medical Assistance recipients. This position is responsible for overseeing the development and maintenance of procedures to meet this mission.

Minimum Qualifications

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse including three years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

  • Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.
  • Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university may be substituted for two years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

Desired or Preferred Qualifications

  • Experience with the theory, principles, processes and practices of registered nursing;
  • Experience with Medicaid Programs and Health Policy Development;
  • Experience with the current laws and regulations which pertain to nursing;
  • Experience understanding, interpreting and applying laws, rules and regulations governing medical programs and nursing services;
  • Experience preparing clear and concise evaluations and reports;
  • Experience with G-Suite Applications and document management;
  • Experience establishing and maintaining good public relations with officials and administrators

Licenses, Registrations and Certifications

  • Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
